does this count as a hardware hack/illegal mod?

Some people do it at places like Ceasers Creek, Traders World, and Pirates Den (all ohio flea markets) but again, its a bit shady, so I dont believe this is the best place to ask something like this.

Modifying the firmware of a mobile phone for personal use is perfectly legal, at least in the UK that is.

Consult your local junk/second hand/cheap market, there's usually a corner store called "Joe's Phones" or "Dan's Electronics" that does this kind of stuff, cheap too.

Your phone provider can usually change your phone to make it work for your company. At a cost though.

For me, I had a Rogers (Canada) to Bell (canada) switch for 45$

In my country all mobile phone shops are doing such things for low price.. and no one is bothered by that. I guess it's legal.

But I have no idea how to do it..

it depends: it might be hardware-coded to that particular supplier. If it is software coded, then all they have to do is enter the puk code. Hardware coding CAN be done, but it needs to have its bios flashed: this can ruin the motherboard
