If you check The Mining Guide, you'll see the only Sell Point for Silver Ore is Narita... So yeah, Junkers Pirating Silver Miners in o7 are kinda stuck with their Cargo!
(Dunno if you're one of them or not, but people asking for an alternative sell point for Silver Ore are mainly Junker Pirates:P)

Silver is minable in Penn, but only under the following conditions:
A: You use a ship, IFF, ID and weapon that combines into a mining bonus.
B: You have an angel's patience. The yield is as poor as Silverton.
That said, an alternate dropoff point for Silver, Diamonds, Cobalt, Copper and Beryllium ore would be nice.
