I was directed to this website, being told this game was fun. I figured it was some online java program thing like runescape, or a downloadable. Somthing to make me the oposite of bored.
The button named Discovery Freelancer on the frontpage doesn't do anything. So now I become more lost. But, then I see a forum section and decide to sign up. I look over at the installing freelancer section and see that it has no download links.
So is this a buy it and mod it game, or a download it game?

Freelancer is not a new game, but still a worth investment (even though its manufacturing was already stopped). There are many great mods out there, and new mods being released quite often. And lots of completely free multiplayer servers with different mods running (or without mods at all).
We have one too, that's what this forum section is all about.
Freelancer is neither downloadable nor java. It's a normal 3D space simulation game.
The link on the front page used to lead to the sever stats page, that is down for a long time now. I'll update it.
