Its possible, look here. You have to ask (here) for an official faction (.:j:.) approval to use it.

We check the Tech Chart
And we see that it's a white field. Which means you need permission from the official junker faction, in this case, the Junker Congress. Good luck getting it though, they're not too keen on Junkers openly pirating.
