It's semantics at this point, but I think you can 'fine' him.

Of course, a bunter can't do anything so long as there aren't any bounties out, and even then, bounties must be followed to the letter - so unless a bounty states that one can fine others for contraband, no dice.

Interesting question. I assumed this meant that Hunters could act like pseudo-police, and would turn in 'evidence' to convict certain criminals.

Ah, my apologies. Well, the clause allowing for the interdiction of contraband is on a separate line after all.

Thankfully, most houses already have bounties on contraband carrying vessels
