It's built by the Rogues. I wouldn't consider it as civillian, though it's open for use to pretty much all unlawful/smuggling oriented factions.

The Pirate Transport is generally used for unlawful activities since it's in the name of the ship. If I were you I wouldn't take it into houses because they'd most likely make you leave before you commit an unlawful act.
I think it's defined as Unlawful Civilian in terms of rules and affiliation.
