Alright so first of all

Second of all I have checked all my accounts and there is around 1 billion (for now) that is simply lying around doing nothing at all. I do understand how that could be awesome for me before because it was a sign of certain status in the game, but when it all boils down it's as important as post count is.
So why not make some people happy by donating the money as I was happy when I was taking it from other people. However, I do not want to just "give" money away like that. What purpose would it make and how can I be sure it won't end up in the wrong hands? I'm not that wise, so I'll set a pre requisite and fund young people with bright ideas.
A smuggling faction* with a good writeup will get 300 million for sponsoring new ships for their new recruits. Faction does not have to be official, but it needs tot have few individuals that are eager to play.
This way the money can be spent on getting new recruits and promoting fun smuggling roleplay.
Escort / Scout faction** with a good writeup will get around 200 mil for either codenames (provided they have more than 5 active members) or for fleet of small ships (Arrows or something) for scouting that they can offer to new recruits they reel in. Idea has to be good and faction info should not leave a dry taste in my mouth. I am giving away money, but I reserve a right to be disappointed and not give it away
Random people*** with random cool ideas will split the remaining 500mil provided their interest is accumulating bigger playerbase in their agendas and helping out new people.
This can be a new mining faction, new pirate faction, new police faction, existing mining / police / trader / pirate faction looking to recruit new members, veteran faction looking for rp cash, one guy with an idea, whatever you think of.
*(Note, they do not have to be smuggler ID-ed. They can be any faction, but primary focus has to be smuggling)
** (Note, the ID should be global like freelancer or mercenary although they do not have to operate in whole Sirius and they can be contracted for a single faction or globally.)
*** Whatever falls under this category. Keep in mind that CAU8 and things like that are not going to be funded because I believe no one should buy a capital ship without being able to afford it completely.
Private Messages with proposals go to my INBOX so they're private (no one will know your hidden plans)
Other people with cash that serves no purpose to them at this point of the game can donate it as well, just /givecash xy Mentira and I'll make sure it ends up in hands of people that want to promote roleplay outside of the single person's agenda.
This will go on for about a week, after that I will make my decision and donate.

No one said there is no escorts in space at all, and there's no desire from my side to join anything.
I'm exclusively funding other people's creative ideas.
This does not mean that AA cannot compete for the scholarship funds.

IND does not recruit newbies tho.
If you're willing to change that I'm sure I would find some cash for you guys, but I'm unsure if you have a bank that can accept any more cash:P
Although, getting support from IND on this would be beneficial as others would tag along with their donations as well
