It is fine. Both Kusari,and LPi can,and do patrol the border systems.

You know that San Quentin is about 20k (15k before and 4k after JH) away from the trade lane. There are a lot of items that sell for a great price on that station. It turns Galileo into a pirate's playground. It seems that LPI patrols are justified.

It's not part of Liberty to be precise, so unless there's no good reason, lawfuls won't show up there.

I think it's a little more in the objectives of the Liberty Navy or Liberty Security Force than the LPI. Those are the more heavily armed groups more capable of handling the border worlds. Yeah, that might not manifest well in the game world, but they're better trained and better equipped in RP, so while the LPI stick to the safer House Worlds, the LN and LSF head into the Independent Worlds to keep the peace.

I am quite sure a rumour suggests this as well. (For the LN.)

As for the LSF, they do what they want.
