uhm.. so this is an Idea that I had for a while, not one that i ever really wanted to put into action, but more of a thought when thinking about those mighty powers of the omicrons.

the outcasts and the corsairs are massive pirate factions, like huge, over shadowing all the others many times easily.

are they policed?

as in, would there possibly be a Maltese Police Force, that helps to settle disputes and quell minor uprisings among the population, things like home security came to mind, surely all the people on the planet have a home, and so are other outcasts free to rob whom ever they wish? i'd have thought not, if not, who comes to deal with this?

obviously the thought of a police force inside a unlawful force might just be plain silly.. but who or how is it done?

because otherwise surley the guy with most carisma and skill in combat is surely to take over.

planetside? im guessing they would live like you or me, just in a more futuristic faction-specific environment setting. so yeah police, fire fighters, hospitals, kindergardens, schools, space-ports, factories... that kind of stuff.

Outcasts and Corsairs do not consider themselves as unlawfuls. They do have laws, and they would need a police force (even if different from the house polices) to enforce them.
So, I guess it makes sense.

Benitez and TBH have in the past tried to bring some semblance of order and law into the Corsair nation - problem is, the unlawful state of these factions doesn't lend itself to any real police. I suspect the Outcasts have had similar problems. They may not consider themselves unlawful, but the ID's state them as such.

In-roleplay, the Outcasts are organized mostly into a series of families, much like the old Sicilian and American Mafias of 1900-1960. The families act as a pseudo-police force themselves. They each have their own territory on the planet's surface and defend it against crime. What harms productivity and progress harms their wallet, and they don't like that. The only crime that may happen in their territory is crime they allow, and since the people in their territory would be paying for protection (sort of like a government's tax), allowing others to have criminal activities in their territory would not be a profitable idea.

The way I see it there is no unified police force for the Outcasts. Order is maintained by the different families in their respective territories, and areas like major spaceports and other places that are used by more than one family would be put under control of the Commission (called the Council of Dons here on Disco) and would probably have a hired police force to prevent any of the families from having activities there to the harm of other families.

The Outcast Space Forces would identify more with family than with being an Outcast, with the exception of a defensive navy (101st plays this role) which would be under control of the Commission and paid for through "taxes" all the families on Malta pay towards.

I think you need to take a peek at your calendar, it's not 2008 anymore.

Things move on, and if we were to stick to this archaic crap then the Outcasts would be a hell of a lot more boring than you'd like them to be. Oh, and funny thing: The 101st gets to dictate its own arr pee, and you're not a member of the 101st.
