kills pirates all around sirus for bountys and still mantain a neutralty by not usinf a BHG id but insted a freelancer id

Could you expand it? I did not understand are you talking about game mechanics (neural reputation to avoid being shot by NPCs) or inRP diplomacy (shoot only independant pirates and not factionised).
There are already faction, official and not, that user Freelances or Mercenary ID. Such as Mandalorians, Shinobies, Reavers.
