Yuppers, I saw that fellow the other day but wasn't in a position to say anything at the time.
Not that I'm the spokesman for the Xenos.
There's a little back and forth as to loadout, but it's been commonly accepted amongst the quasi official Xeno fold that the following ships are good to go:
Civilian Line ships. Prolific of those including the Eagle, Hawk, Civvie Bomber
The Crow
And the Taiidan bomber, which we got the official thumbs up for. Even though only one of our members flies one and we only let him because he would cry if we took it away from him.
If you see him around, just point out the way to the forums and see if the rest can't work itself out :)

Elgato has a point though, who are different people (ie, you and me) to judge someones RP? In their eyes they might be perfectly in RP, because that is what their character dictates.
However, some can be sanctioned if they are blatantly obvious acting out of RP. These 2 xenos might act out of RP, or they could be trying to be in RP.
