Barghest is Liberty Rogue/Molly tech, only Rogue/Molly IDs can fly it unless you get a permission.

Frankly, given you want to be in Liberty primarily, go Liberty Rogue indy. Should give you plenty of areas to work in. Liberty, it's bordering independent worlds, south half of Shikoku. If you want a freely available heavy bomber to pirate in, use the Waran instead.

Waran is as close as you can get to Barghest without permission from Mollys or Rogz.
