Sure, everything with /s can be seen by everyone in the system.

Is this also true if you just press enter and type in the System box that appears, or only if you preface with /s.

The default chat has been flhooked to /l, or local.
So to chat in system you will need to type /s every time.

Chatting in local while docked technically works, but it's local to 0,0 in the system, so only people who are also docked or near the center of the system will see it.
