That's just Widescreen Freelancer with a HUD imported from another mod.
Edit: Imported starspheres, too.
Edit 2: The HUD and Starspheres are from the Shattered Worlds: War Torn mod.

I'm sorry, but I don't know what you want.
If you want to enhance the Graphics a Bit more, just disable and enable the Mod again. When the Window pops up, with "Enable Intro Movie" or "Enable spinning Planets", scroll down and select enable "ENB Series On". Don't think I got the Name correctly, but it is called like that. To disable it you'll only have to delete a File. It'll tell you which one. Don't be shocked, if you enable it, the Game will start flashing when it starts up, but that only happens at the Loading Screen.
If you are talking about the Christmas Stuff, that was an Even on last Years Christmas and you cannot download that.
Also, if you use Steam, with the Steam Overlay, it'll make it a Bit glowy and Stuff. The Website looks pretty cool like that.
PS: Yes, the Person is also using a Widescreen, which obviously only works with a Widescreen Screen and a different Hud which looks almost like the Hud from Freeworlds.
