I have added the following information to the Discovery Freelancer homepage (discoveryfl.com) About Discovery page:

Original content of Discovery Freelancer modification (parts of the mod that are not property of Microsoft Corporation and 3rd parties) is distributed freely under Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 Unported license. Please note that all models included into this mod are not under this license. To use those models, you need to get permission of the original owner. See Credits and thanks for Discovery mod for more details.

The text is accompanied by appropriate links and images. Full version here: http://discoveryfl.com/html/about.html
You can review the license here: http://creativecommons.orgcenses/by-nc-nd/3.0/

Technically, since next version Discovery will be licensed under CC mentioned above. Models for Discovery will not (for obvious reasons, it will allow to use them anywhere without asking), however, since models are part of Discovery as a package, they'll bear similar conditions for non-commercial use and free distribution.

Who should I be contacting if I want to use the Viper and Viper MkII CMP, SUR, and MAT?

Viper Mk II: Nightstalker. You can find coordinates at Olympus server website,

First Viper: Porsche, I don't remember how to contact him, but I may try to research if you need to. Mail me at igissmail@gmail.com.

I don't mind if you put the Civvie Bomber and my future models under the CC license. The Pregnant Eagle wasn't a big effort anyway... >.<
