This was in my head for awhile since Armories arent allowed in NY anymore.
How does one get ahold of such an item, i know its admin give out only.

Not entirely sure how Neutral IDs are given out to non Angel characters these days, but I'll tell ya, there isn't a chance you'll get one on an armoury.

Not exactly neutral there. The film makes it very clear that you have to take sides. There is no such thing as a neutral gun supplier.
