a Friend of my want to instal the game he has played Normal Freelancer a lot of time but he get this error (Discovery Freelancer has not detected a Capable 3d) and he can play A lot of games (En this are his Specs)

In order to fix this message you'll need to add your card to the known list of graphics hardware. Problem is, that internal Intel graphics "card" isn't exactly the best piece of hardware for running 3D stuff. It may not work correctly.
To add it you'll need the vendor and device ID. Typically intel uses 8086 as vendor ID. Device ID is unique, so look it up in the windows device manager. If this is getting too complex just play FL as is.

Expect some artifacting and issues with text in game. GMA 950 and 945 have some issues displaying correctly.
With those chipsets on a desktop his machine should have an PCIe slot. Just get the cheapest one you can find and go with it.
If it is a laptop he will not enjoy the game. I think the t2300 is a laptop CPU.
