There are hundreds of similar topics at the forums right now.
Most of them in a bit more correct place. This is not a bug, it's normal when you don't back-up your account ID (search forums for "Freelancer Account Manager").
If I understand correctly, your characters disappeared after installing .86 - you will have to politely ask one of the admins for help (consider using PM), specify what characters (exact name and some details) are missing. They will probably set a /movechar code on the and you will be able to have them back.
Be aware that a lot of people have this problem and admins are very busy with the update.
