This is what happens when people abuse the system. In this case:
Pirate: I am going to go pirate this guy
Miner: He doesnt have ore so I cant pirate him
Pirate: Dont worry, I will make the demand, and then when he fires on me in self defense you can attack him because he is firing on your escort.
Locked.
