Most of the Hogosha representatives in the Kusari government are now enjoying their time in jail, awaiting trial. The influence of Hogosha in the government has reduced considerably, although Samura, and sometimes even Kishiro, does address the organization to sort out the problems generated by some of the less legal forms of business in Kusari. The presence of Junkers in Gallia doesn't make things easier, but a direct artifact route from Kusari to Gallia could be an extremely profitable enterprise for the faction.
This is Igiss' writeup for the Hogosha in his 4.86 Kusari lore release.
At issue here is; The Hogosha are now far more vulnerable to the state police and government than they were before, no longer able to just pander to Samura in return for its protection.
This brings an issue as to their operations in Okinawa. As Kishiro is present there and the lore has the Hogosha attacking Kishiro in that system to damage their projects there. But with Kishiro taking over the government attacking Kishiro openly in that manner would be counter-productive to the Hogosha if they wish to retain a semi-unlawful status and focus on the black market and not piracy.
So what I am asking is; What direction do people think Hogosha should be going in Kusari in general, and Okinawa specifically. Okinawa's lore in regards to the Hogosha can stay as it is, Hogosha trying to hamper both Kishiro and GMG's operations there, or it can be changed depending on how people view the Hogosha operating in 4.86.

And I dont see where the lore says the situation in Okinawa has to change. As far as the lore goes, it had always been part of lore that there were hostilities between the GMG and Samura, in lore, it never resulted in the GMG being put in a bad situation, why would that be the case with the Hogosha?

I would expect that the Hogosha - like the Yakuza families of Japan, would simply adapt to the new political environment.

This this this. Hogosha are based on Yakuza, which survived several centuries (to this day), adapting to all kinds of different dynasties and political changes.

So yeah. I base my vision of Hogosha on their RL counterparts - integrated into the society so thoroughly no political change can get rid of them. In fact even trying to do so would prove counter-productive. So, I can easily see the faction in charge - Kishiro - instead just putting up with them and putting them to good use.
So yeah, I reckon the continuation of the Samura alliance would not make sense from the Hogosha perspective. They're adaptible buggers (IMO).

Edit: The real issue here is not with Kishiro, although Dab couched the question that way. The real issue is with the GMG, who will hate the Hogosha no matter what, doesnt matter if they try to cuddle up to them or not. The Hogosha dont really attack Kishiro all that much, generally that is more a thing for the FA. The GMG, who own Okinawa? That is a different question, and probably the more important one.

Because the Kusari government could be said to now care about what happens to Kishiro Technologies substantial investments in Okinawa.
The prospect of continued Hogosha attacks on GMG/Kishiro installations depends entirely on how far the Hogosha would be willing to push Kishiro, and how much Kishiro would use their influence in government to act against the Hogosha.
In terms of the lore concerning Samura/GMG hostility - that was always covert. Neither side publicly blamed the other - it was all very polite, as is the Kusari way. GMG's 'bad situation' was being placed under an onerous tax burden by Kusari, as well as the whittling down of KSP patrols on the Honshu border.
Besides - the lore indicates that a most of the Hogosha who infiltrated the government are now in jail. So unless they are planning on running the organisation from their cells - we can expect to see fresh leadership, and possibly a fresh approach.
