The formers scan civilians pilots as contraband.

They engage everything they see.

Is that intended?

It actually kinda bothers me that they do that, really. Feels really odd.

Everywhere, in all 5 Houses. All Militaries/Polices factions scan Civilian pilots as contrabands.

Yeah I noticed that, I saw a planetform docking on fort bush after refusing to hand over... himself, whilst fort bush and the lib navy patrols opened up on him.

Just witnessed the wholesale slaughter of practically every Civ NPC outside of Bonn station. And no it wasn't RM vs Bonn, it was RM + Bonn versus everyone else. OS&C, ALG, Kruger, etc. Pretty funny to watch poor NPCs get swatted by the BS.
