It's not the bloom, it's the sheer amount of white aggressively flashing on your screen that increases risk of seizure.

You can deactivate it during the installation, or by pressing Shift + F12 if you're in game. Never had it on though, so I don't know if the settings save for the next time you turn the game on.
And you can't turn the white seizure on your monitor without turning the whole thing off.
