Rules are for players. Not for NPCs.
So yes you can shoot NPC transports all you like.

Yes, NPCs are not players so you can shoot them all time you like to.
Just dont mix up player with NPC. same thing happended to me one time:D
And dont forget: faction NPCs of what or their allies you shoot will not like to see that. so be ready for selfdefence
