I am sure if i placed Yorktown there, plus my other lawfuls, and all the other LNS/[LN]/=LSF= and other indies also kept there ships there it would be quite possible. Just take a little effort. Also that Skype channel the all mighty [LN] promissed to add us indies to, but still hasn't.
Would make for some nice mass battles to.

Pirates would likely move to the other side of the gate and down that lane a little bit. That means that they're much more accessible for the folks who only fly around in New York to shoot at. If they move anywhere else, they lose out on the bottleneck, which means as long as the base stays up, it's win/win for the law.
Big if right? It'll be a good while before interest dies down enough that the base can be put up without getting shot down before the shield module can be built. Frankly, I expect pirates to drive their Rheinland Battleship characters there and destroy it on the pretense of "it destabilises liberty".
And Ryoken, the skype channel has existed for quite some time. I dont know why you're not in it though, given that you did make a post in the relevant thread.
You probably only need one platform per lane ring as well, which is nice. Middle of the ring, flat on the plane, lengthwise along the lane route - perfect for shooting those pesky folks that hide behind the lane structure.
