Is zoner tech still open to freelancers/pirates?
If so are there any nerfs?
checked around tech nerf page and couldn't find zoners on there and I assume it's with border worlds, but I'd just like to make sure before I do anything.

Just like any other tech it can be used without permission. But if you do use it without permission expect bounties and angry Zoners out for your hide.
As for the nerf, it is orange cell to the open IDs.
