There is no exact date of which the Corse would have officially formed. Some believe it was formed out of a private club consisting of personal friends of the royal family gone out of control. All that is really known about them is that they are one of the oldest organisation of Gallia. Renowed as an elitist club, no one would become a Corse unless they had the influence or the wealth to be in it: as a result, it is mostly formed of nobles, incuding distant relatives to the Royal Family.

The Corse were not always the infamous 'gangsters' they are known as today. Pre-First Gallic War, a majority of the Corse's business consisted of financing borderworld exploration and settling, as well as financing research and development. Over time, the laws of the Kingdom tightened, and many goods and services became restricted or outlawed, or simply unavailable on the distant colonial worlds. Using their connections, many Corse members living on these distant worlds trafficked to keep up their way of lives. Over time, these connections became more and more specialized, and the Corse were soon the largest smuggling organisation of Gallia. Their rude internal laws and ethiquette, the restricted membership, their social position in society and the thousands of webs of contacts and connections they had prevented any true acts to be taken against them. Some of the first Kings of Gallia, who were attempting to be just to their people, more open-minded, tried to disband the Corse by all means; all were mysteriously dead after only a few weeks of reigning. Everyone is aware that the Corse had a role to play in these deaths, but none wished to act any further. In a way, they are one of the (many) reasons why the Gallic Kingdom has always been so rough against its people.

Depending on who you ask, the lack of centralized leadership is a major bonus, or con, to the organisation. This was indeed proven during the First Gallic War: the Corse itself was divided in the conflict, and officially took no stance. More than once, though, their members were arrested on the basis that they were supplying informations or goods to the rebels, or at least facilitating contact between Royal defectees and the First Council. This resulted in a weakened Corse by the end of the war: while they did gain a large wealth as a result of the war, their numbers were weakened and they had no ways of holding their assets.

A direct consequence of the First Gallic War was the Gallic Underground Conflict: a thug war in which every members of Gallia's underground struggled to gain control of its black market. Some of the more remarkable skirmishes of the conflict were the Corse takeover of the Junker base Bourbon of the Burgundy system, in which all Junker civilians, including women and children, were coldly murdered. Unfortunately for them, the Corse were overwhelmed by the new consortium of criminals, the Gallic Brigand, and were beaten into submission. Officially speaking, they are an integral part of the Brigands. Officiously speaking, they step on their boots, and only cooperate when in no other choice is available. To this day, skirmishes still happen between the two organisations. Sometimes, it is because the Brigands try to upkeep their "Robin Hood" image to the population, sometimes, it is because a GRP officier finds a Brigand too noisy, and a Corse hitman is sent after him.

When the Second Gallic War started, the Corse had agreed on not taking a stance for or against the royals, and to only have commercial business with the rebellion. What was unexpected though was the opening of the way to Sirius. This news came as entirely sudden to the Corse, and the new surge of outsiders have disrupted the balance in the market of Gallia, and the group is stil arguing as to what stance they should partake about this matter.


Present day and Goals
[color=#FFFFFF]Today, the Corse are a group of organised smugglers who accept little to no competition. In the face of the new situation of Gallia, they have an ultimate weapon: Nox, an extremely potent drug which they have the monopoly over its distribution. They also still supply luxurious goods to distant lands, where the pay is worth it, smuggling or not.

Unfortunately for the Nox market, there is a new player in the field: Cardamine, with similar addicting effects. Cardamine is gaining more and more popularity within Gallia, and it is now stepping on the profits of the Corse. Though luckily for them, the Corse had managed to initiate contact with the Gaians before they went into hiding, and made supply contracts with them to distribute Synthetic Marijuana, which is seen as a less dangerous alternative to Nox in Gallia. Other goods commonly smuggled by the Corse include Hypnotainment bands, illegally modified holotainment bands which entrance their user.

A new market was recently opened to the Gallics: artifacts. The Corse were soon in contact with the Hogosha as the Kusarians had surrendered to the Gallic Kingdom, and they quickly struck a supply deal with them. They actually are the main suppliers of artifacts of the Crown.

As a result of the Gallic Underworld Conflict, the Corse has had a more relaxed recruitment process, where any decent bounty hunter could be accepted. Acting as the government's hitmen, they take the blame when the government needs people to disappear. That is, if they are ever found to be involved with these disappearances, which is never.

Their unique position within the government is more important for them than sympathizing with the limited funds of the Gallic revolution. Though, they do keep good relations with the Maquis, as they use them to get their supplies of oil as to look more independent, and less sensitive to any blocus that the government could sanction against them.

Objectives

The first focus to return to their true former position in the Kingdom of Gallia is to gain back what was theirs to be as tentacular as possible in their domain, by forging alliances that would weaken the Gallic Brigands.

Become part of the Government
Through corruption, diplomacy and selective murdering, rather than brute force, the Corse attempt to lower the Government's guard to potentially influence it enough to become an integral part of it.

[color=#FFFFFF]Le Parrain (Godfather) is the appointed leader of the Corse. Generally speaking, this title is given to the Paternel of the largest family. Overwatches and control every aspects of the Corse.


Paternel/Maternel
[color=#FFFFFF]Les Partenels/Maternels (Father/Mother) represent the leaders of each of the diversified Corsican families, some leading a group of hitmen, some at the head of smuggling circles, some collecting credits from racketeering, as examples. Their word is the law in their domain, and only Le Parrain can negate their decisions.
(Can use any Corse/Brigand/Maquis technology and Gallic liners, as well as civilian technologies.)


Frere/Soeur
[color=#FFFFFF]Les Freres/Soeurs (Brother/Sisters) are the ''soldiers'' of the Paternels, and are the backbone of the Corse. Without them to do the dirty job, there wouldn't be any money to be made in the Corse. Usually, they are either born in the Corse, or are members who proved themselves as valuable.
(Limited to Civilian and Corses Fighters, Freighters, Bombers and Transports (excluding Gallic Liner) as well as all Corse/Brigand/Maquis technology)


Etranger/Etrangere
[color=#FFFFFF]Les Etrangers (Outsiders, somewhat equivalent of Gaijin) are outsiders (not necessarily Sirians, simply people who were not born in any of the Corse families) who just joined the Corse, each for their own multiple reasons. They must prove their loyalty to advance and become full members of the Corse. When un Frere doesn't have time to do a business, they send un Etranger do it for him.

Interesting take on the UC, have you given any thought to the contract killers side of the Corse, namely taking down well known pirates?
Not bounties per-se but rather marks or hits with the possibility for lawfuls to backstab each other e.g. IDF targetting an active trader of the GMS in exchange for favours, a very mafia style thing. Granted the GRN/P wouldn't be on the hit list, nor could unlawfuls request hits. A bit complicated but food for thought perhaps.

It's already implanted in the writeup. Not extensively, though.

Ah I see, sorry got completely the wrong impression when I read it through. In my mind it give the impression of wanting to enter the gov and take control rather than influencing it.

If its alright by you, I'd like to use your take on the Corse in the background RP for my refugee liner that currently uses a UC ID/IFF, nothing too deep but it would be nice to have clear picture on the Corse from which to work.

You sure you're not starting a Unione Corse faction? Because if you were, you should pm me, I might be interested.

Anyhow, pretty nice overall. Though there are a couple of things that I disagree with.

No, that's not good enough. The Unione Corse are about much, much more than simply smuggling. The Corse are organised criminals. They are involved in piracy, smuggling, hired killing, forging, counterfeiting, extortion, protection, prostitution, people trafficking, drug production and distribution, kidnapping and abduction, money lending, money laundering, intimidation, coercion, bribery, blackmail, theft, fraud and murder, to name just a few.

The diplomacy is... strange. First off, the Junkers should not be listed as hostile, far from it. The only real hostility ended several decades ago, when the Corse took Bourbon Base. Relations have been fairly reasonable since then. The Corse supply Monte Carlo Freeport with plentiful NOX, for instance. Also, I'm not sure why especially friendly with the Gaians. The only rumour I've seen regarding the Corse and the Gaians was a Gaian blaming the Corse for the Glendale massacre, implying that the Corse may have sold the location of the Lewis passage to the Gallic government. Of course, a bar rumour is not to be trusted for its accuracy.

Relations with other factions as a whole is a lot more complex than the somewhat simplistic friendly/neural/hostile system, a lot depends on the indivual and the circumstances of their meeting. A Gallic corporation ship could be a target for criminality if caught in a favourable location, or not. A Junker may be attacked if caught carrying the rival drug cardamine, or assisted if carrying NOX or something else the Corse profits from. One Corse leader might choose to distance themselves somewhat with the Maquis, while another may choose to co-operate more closely. The police might be an immediate threat, or a useful tool, depending on the situation. Foreigners might be treated any number of ways.

It should be clear that there is no one leader of the Unione Corse, but rather the heads of many individual families, the more influential of which would likely meet from time to time to discuss wider issues and plan more overall strategy.

The rest is just mostly personal preference on how to run a group of people, I'd prefer not to have unnecessary restrictions on what ships you cannot use, or more than one or two ranks, or a singular leader, none of which affects the overall RP, but can make a group more enjoyable to be a part of.

In my mind and somewhat limited English abilities, the term 'smuggling' encompassed many criminal territories, such as racketing, blackmail, assassination and whatnot, and stood as well as a synonym for Mafia but it seems like I was wrong after a two second long google search. Like, awfully wrong.

EDIT: Relationships were based on base rumors, the tones employed by the NPCs and other factors. Only Sirian Junkers are treated as hostile, while Gallic Junkers are unfirendly: They still sell the Corse's Nox in the Core World. A few Corse rumors mention how they have access to Sirius' Synth Mary, therefore Gaians were noted as friendly due to Gallia's stance against Bretonia. The Maquis part comes from a Corse rumor which mentions that THE MAJORITY the Corse's fuel comes from them. It'd be unwise to be hostile to them, if such is the case.

It's hard to actually quantify how "friendly" the Corse are to another faction, and this is a generic, simplistic view of the matter from the Corse as a whole entity, based on the information I have access to in-game.
