So, this is pretty easy.
There needs to be a logo for each of the departments from here: http://discoverygc.com/wiki/Rot_Front plus this one http://imgur.com/a/u3PXX#dc255 in .gif which stays original for, say, 10 seconds, then gets blurred, this one http://i.imgur.com/Pfpgs.png appears for a short time, then it's blurred again and is back to original.
We'll pay, say, 300 millions.

this is what I have thus far for the first one,
do you want the blur thing more smooth or more digital noise like?

Oh wait, you weren't trolling, i'm actually sorry.
But yeah, more smooth would be nice. Also it should probably blur completely before second part appearing.
Also, there's one little problem with those white artifacts, and borders are kinda rough.

Borders will smoothen up eventually and the white artefacts will become transparent.
so I recon you want me to put a water like blur in the ''morphing'' phase?

Yeah, solid first logo - it disappears by blurring up to nothing - second logo appears by forming out of blur.
But i'm not sure those artifacts should become transparent. Maybe they'd better be red, so that the circle always stays same, without glitches.
