Arigatou, thank you, for your warning. The colonials have already struck at our southern border, and I expect further incursions from them. They have threatened isolated shipping, but that threat is containable. I am afraid that I had not heard of this War convention until now. Though I cannot speak for the republic as a whole: I suspect that Kusari would be happy to send an emissary depending on location and attendees.
Forgive my ignorance but, I gather from your message that this convention covers the scope of the Taus, and would therefore include all concerned parties. Does this meeting include the independent miners guild, the Zoners, the Bretonians, the Colonials, the Maltese and the Gaians? If I may also ask, what is the goal of this convention?

I can well understand the list of attendees, and thank you for trusting us with that information. The outcasts are a nation with a significant military, though disorganised, they should not be underestimated. Though I agree that they will not pursue humanitarian goals.
We have always followed the laws of war as inherited from our ancestors of Sol. These are terms I believe all parties involved should understand:Wars should be limited to achieving the political goals that started the war (for example - territorial control) and should not include unnecessary destruction.
It is a simple matter to me, a group either obeys the rules of war or does not. During the Bretonia War I observed that they did obey these rules. For what it is worth, I believe Liberty and Rheinland both also conform to the same code. I am not sure if the Zoners or the Independent Miners Guild do. I know that the Colonials do not, their declaration of War against us had no purpose other than misguided revenge, it stated no political goal nor was it conditional. Wars should be brought to an end as quickly as possible. People and property that do not contribute to the war effort should be protected against unnecessary destruction and hardship. Combatants and non-combatants should not be caused unnecessary suffering. Prisoners of war, the wounded and sick, and civilians must be afforded at least their human rights. Peace must be restored. After consultation with the government, I will be personally attending to convince delegates of these essential guidelines.

I will not lie when I say that I'm unfamiliar with conditional warfare within Sirian space, as for many generations my people and I have been fighting rebels within our home, and rebels tend to not follow conventional warfare for various reasons. The admiral told me you are a level headed leader, and I believe you know of her wishes considering the convention: the other parties must understand the quick execution of an enemy is a mercy, that collateral damage must be limited to the theatre of war, and that captives should be afforded the dignity and respect appropriate for an honourable warrior.
