There are two separate matters that I'm contacting you about.

The first matter is to propose joint military exercises between our three organizations. Recent events at Toledo having borne themselves out, as well as sharp increase in Nomad activity near the Arch, during which Kusari decided to retake it's fortress, indicate a fair amount of trouble to come in the future. These joint exercises are intended to increase readiness of all three organizations in anti-nomad warfare. I believe that experience will be extremely necessary in the coming months.

The second matter concerns one of our warships, CV Svizra. It is an aging warship, and took substantial damage in the Battle for Minor and in engagements afterwards. Command intends to retrofit and overhaul this ship's critical systems in order to prepare it for long range action. We believe that your scientist and engineering teams will be of assistance in this, particularly in retrofitting the aging reactor core and engines for long range sustained operations. This exercise will almost surely need a neutral drydock as well as a few weeks.

Honored Daimyo, I believe both our organizations could learn a lot from each other. Imparting and sharing experience is the end goal behind this training exercise, to prepare us better for what is to come. Our fighter assets will do good to learn from the dragons' skill in guerilla battle as well as gain valuable experience should we have to continue actions in Kusari. Kyoto is an acceptable venue, I'll
make the necessary arrangements.

Also, regarding CV Svizra. We've seen your Togo class vessels in action, and the engineering feats
required to keep the old vessels in fighting condition are formidable indeed. Svizra is an old vessel
and could benefit from your expertise in this area. We would be grateful if you could lend your aid
in this matter.

Let me introduce myself'€¦I am Commander Kako Shimakaze of the GMG'€™s Paramilitary division. As you are probably aware GMG pilots are trained in the arts of nebula fighting. We use guerrilla warfare to fight back even the strongest forces as shown in the Eighty Years War. GMG has had our own share of Nomad encounters during the Nomad wars. It was at the end of 801 A.S. that GMG forces took on the Wilde fleet falling back from Kusari and hammered their retreat all the way through Sigma-13, only for their remnant fleet to be almost totally annihilated by Order and Rheinland loyalist forces in Frankfurt. Even with some previous experience with fighting these Nomads I still believe we can improve on it. With that being said I will start putting together a small group of elite Paramilitary pilots to start being trained in some of these new tactics. Concerning where we shall meet'€¦ I believe Kyoto would be an adequate location.

Now concerning the '€œCV Svizra'€ I am sure that our engineers and scientist would lend a hand with it. It seems you wish to have the honorable Blood Dragons retrofit it so it is up to date with the latest equipment. I look forward to your response'€¦ Sayonara!

of CV-Svizra. All that is required is a suitable shipyard and dry dock and we can begin work
on retrofitting the vessel.
