The rule is for Cruisers and Battleships, and very clearly spelled out on the IDs and in the Server Rules. So gunboats are fine.

It is unfair, pointless and unsatisfactory to pirate even a liner in a cruiser and above. But the real reason is because it is NOT allowed!

That's the bit about maintainance: it would cost you more to run the ship and pay the crew than you would get from pirating people. Capital ships are there to beat up capital ships and fight off military and paramilitary forces, not grub credits.
