There is an ID for every NPC faction,
in addition:
Admin ID
Neutral ID
Terrorist ID
Criminal ID
Military ID
Smuggler ID
Trader ID
Mercenary ID

Terrorist Id is only very rarely granted (there are only three) by the admins to people with well known and well trusted RP.

Most of the IDs are near the capitals of the factions.... BAF is on Suffolk, GC on ainu...If you've a specific one, I'm sure someone can tell you where it is...otherwise, datastorm is helpful.

Why does EVERYONE want to be a Terrorist? It's hard enough being a Lawful or Unlawful and having half of Sirius try to kill you.
Be careful what you wish for. Search the fourm on how to get the Terrorist ID. My advice: Just try to be a Pirate for a while. If you can handle that, then think about a bigger bullseye on your back.
