I am creating a character who is gonna become either a Lane Hacker or a Rogue, but first i need to know where i can get a Rep Change, with bribes, and where are good bases with good ships from these factions.

Well, I know this is sort of the long way, but BHG sell for 6400 on mactan, which means you can collect a bunch of them, and if you're in a decent fighters with about 40 cargospace, you should be able to land to sell them by the time you're full...then you can take missions. Xoria's faction will take you up from a very basic ship, and that's a lot of fun.

Start off your new character, put a couple (3 or more) million on him. If you give him an amount that goes over the Civ ID limit, get a trader ID.
Next, go to Rochester. Dock, look in the bar, check the bribes in the room. If none of them are Junker bribes, F1, hit "select new character", select the same character, and try again. Keep going until you see it.
Once you have the Junker bribe, head to Buffalo base. If you need the location, throw me a PM. There, look for either an Outcast or Liberty Rogue bribe (take both if you can). Do what you did for the Junker bribe.
Your ID should be maxed or close to maxed with either Outcasts or Rogues. A little rep fixing, new ID, and woolah. You have an unlawful.
If you want a Hacker, do all of the above, then fly to Mactan base in Magellan and do missions. Or find a bribe if you need one. I just don't know where to get them.
ALTERNATIVE: Go to Manchester, and blow up the storage depots by Sheffield base. Then kill BHG in general.

Hackers and Outcasts are neutral to start with, and Mactan sells Outcast and Lane Hacker bribes if I recall. Put some money on yourself, grab a Lane Hacker bribe, then go to Manchester (just one system over) and blow up the BHG depots until you are tagged Lane Hacker. It will only take one or two, depots mess your rep VERY fast.
After that, do a few Lane Hacker missions to cement the tag. If it isn't truly maxed and flashing rapidly (as opposed to flashing slowly), then it can switch unexpectedly.
EDIT:
Buffalo Base is the Liberty Rogue headquarters. Its in the Badlands, you dock with it in SP.
Another thing you can do to get the Outcasts, Lane Hackers, and Rogues to like you is shoot the LPI depots outside Planet Manhattan- be careful though, the NPCs don't like that much and you shouldn't do this if there is a battleship group spawned nearby.

Mactan is north of about halfway from the Manchester JG to the Freeport. Check the patrol map, there will be a nexus of them leading to it- just head there, or ask any friendly Lane Hacker (LH~)
