My biased answer:
House Military : Queen Carina's Royal Fleet or Rheinland Military
but Kusari Naval Forces also an option, as are the Liberty guys (LSF, SA)
Police : LPI in Liberty, BPA in Bretonia
KSP in Kusari and RFP in Rheinland are sorta small, kinda started up (Correct me if wrong)

There is lots of choices. If you ant to be ina Military or police
Liberty Police Inc. (Strong Law Supporting), Rheinland Fedral Police (Small), Kusari State Police (Small) and Bretonian Police Authority(Med size).
for military
LSF is closed basically. No recruiting anymore.
Rheinland Militar (Strong), Southern Alliance (Strong), Kusari Naval forces (Strong) and Queen Carnias Regulars (Stong)
All the house militaries are strong in members and RP.
