My name is Captain Harlock, and I am the commander of the Arcadia.
I am addressing this message to you only to acquire permission for being able pass through the sectors of Bretonia at any given time. I would not cause any trouble there, but those sectors would shorten my travel routes a lot, making me less exposed to hostile attacks. Furthermore, I would like to ask for permission to Dock at base LD-14 in the Leeds system. If the requests above imply necessary payments from me, please let me know. I know, the Arcadia is a huge, dangerous looking shop, however I can assure you that I will take the shortest possible route in your sectors, and will not bother anyone. I hope you understand my situation, and will help me solve this tiny issue.

Captain Harlock your request to pass through Bretonia was thought over.
You're allowed passage to the Tau systems under supervision of a Lieutnand Commander or higher, you are not going to fly through Bretonian space alone.
For the Matter with LD-14, the docks weren't designed for Zoner capital Ships so I doubt you'll be able to dock there.
Only thing possible would be for a transport to deliver the Mox.
