Good to see you've read the rules, I can't stress how important they are. Might I also suggest the Faction Status page, it helps to get used to a few of the varying tags seen in game.

Ahh yes I am starting to remeber something about the Nomad ID being Admin approved.
I was just thinking of starting up a nomad RP... oh well next idea.:$

As far as a nomad rep, don't give it up completly. They are admin approved, but that dosn't mean you will never get one. Take some time to get used to the game and work on some role-play with other characters for a while.
