I doubt this is gonna work.

1. Your whole "federation" could be blacklisted by every house for openly sponsoring and commiting piracy.
2. You would find no friends if you pirate every other trader.
3. Corporations wont like you trying to steal their employees.
4. Unlawful factions probably wont like you pirating on their various turfs.
5. You'll make your whole "federation" a target, and probably end up bountied all over sirius.

Aside from all that, i hope you dont plan to try for officialdom in the future. cause, while using that many IDs is ok for unofficial factions, if you want to go official you would have to use only one ID which tears apart your "federation".
Future officialdom is also unlikely because you are trying to be both lawful and unlawful.

A little opinion here:
Im guessing you got this idea from Star Wars. Trying to adapt ideas from other things into disco generally doesnt work because a lot of the ideas are incompatible with Disco's rules and IDs.

Thanks for the feedback...you will find a massive change has occurred within the federation, involving a whole division disappearing.
