Now we can buy debs, flashs and other civilian guns only on freeports/IC stations/etc.
It's uneasy for various unlawful(and some lawful) groups to buy one, since they're usually rephacked with house civilian and nearest freeport may be rather far.
Proposal: sale civilian guns in guard systems too, just like nuclear mines/sidewinders.
