LH flying Outcast cap ship in NY?

Dear brothers and sisters of the Outcast,

A few minutes ago i saw a Hacker tagged player flying an outcast cap ship. I was unable to scan his ship for any ID on board but the sight of an Outcast cap ship in NY and engaging in fights with other players in that system was reason enough for me to ask if this player called DreadfulBride had an official registration code.
I hope you the Outcast can find out what has gone wrong. It al happend very quick so it could be their is nothing wrong at all. but still i wanted to report it.

Wrong place, and yes, that person had posted to register the ship.
