What's the deal with faction ID granting?

No, I don't mean granting a faction an ID.

Let me look at an example case (no intent to pick on it, just it's the only good, working one I can think of at this moment): LePew's gunboat has a Reaver ID. The character, however, is not part of the Reavers and the gunboat is not Reaver tagged. Obviously this means there's some way to grant "closed" faction IDs to other characters without them being *in* the faction.

Now, I have a member who, tl;dr edition, can't commit to being a full faction member anymore, but seeing as they've been a great part of the faction and such, I've been wondering if it's possible for them to be ('course this will sound ridiculous) an indie of that faction ID.

So does anyone know if there's a process for this kind of thing? I couldn't find an SRP for aforementioned non-Reaver Reaver ID gunboat.

Those non tagged ships are still full members of the faction, and as such, have the ID.
