Quite honestly - the only time I ever saw the corsairs was when I flew as an outcast. yet I saw considerably more outcasts actually pirating. and this has been my experience for a while. Although might be timezone issues.
We still see occasional Corsair in Bretonia, or sometimes Mollies. It's usually good when they come. I wish Artifact smuggling was buffed a bit to give folks more reason to come to Gamma, or maybe an event like mining boom in Omegas?

Occasional raids are actually cool, but factions are good if they can sustain their presence. Like you can log in and be sure there can be some of LN\LPI\LSF flying around NY so you don't bother to think about logging or not, will you find some players to play with or not. This simply makes people log w\o a doubt if they wanna have some fun. But if there are no one around 90% of time people just don't consider this faction as possible activity source from them and go other places\games.
