First of all, forgot to Kudos Snoopy for the RP encounter.
Second it sounds good. If it could be made.
Also 1 more thing, is there a way for the Prison stations to be made neutral with more weapon platforms to defend them? Because when capturing someone it is odd that he cant dock with the station, despite willingly giving himself up.

When flying as police having someone actually surrender to you is so much of a surprise that I generally just let them go (in the same manner a pirate might return a traders money if they RPed well). It was asked why the police aren't reaching out to ask people if they want to be set to prison, for a general police officer we generally are encountering people who either prefer to just shoot you, want to try and escape, ignore you completely, or have no idea who you are why they've done something wrong, or feel obliged to yell at you at the top of their voice while sending you threatening PMs.
When you actually find someone who's willing to give themselves up it's such a rarity that you don't want to put them through what is usually a long drawn out experience of them freeing trying to free themselves. I usually just PM them on the side as we head to the prison for them to run and then shout out "Oh blast, he escaped me!" after a 10 second head start.

One method of RPing a persons escape after being shot down and presumed captured would be for the Police factions to hold regular prisoner runs. Pirate players that have been captured would have the chance of freeing themselves (With a little creative blind spot of reusing their ships) by attacking and capturing the prisoner ship. If you fail, well bad luck try next time. In the mean time between their capture and the prisoner run the pirate players continue to play as normal, because the most annoying part of being captured is that you have to stop playing, which isn't fun. Sometimes RP events need a little bit of time travel to help it work.
If these prison runs are held regularly regardless of whether the pirates are going to show up it saves the back and forth of trying to fit everyone in. Sometimes there will be more police then pirates, sometimes the other way around. If numbers are low then factions could work together, for example for a BPA prisoner run a LPI could join in to help escort (The BPA does the odd prisoner run to Liberty to help keep Newgate empty, it's not uncommon for a LPI to show up part way).

What I have done in the past when I have caught smugglers and they have said they can't pay the fine, I have arrested them and escorted them to Newbury Impound Complex. The idea behind this is that their ship gets impounded whilst they get locked up. But Seeing as the Impound is Hostile to nearly everything I have had them dock at Caernarvon Station instead. I have then asked them to not use their ship for 24 hours. So far I have done this to a handful of people and they have seemed to be happy with this. Most smugglers though would rather run/fight.

In the case of Snoopy, yesterday, he had lost all of his weapons so I gave him the opportunity to surrender, which he did. I then escorted him to Newbury Prison, seeing as we were in Manchester, we did a little RP with me handing him over to Newbury and then to end it he flew in to the mines (as a Molly he couldn't land there) as a way to show that he had landed. All the time heading there from the fight, which ended near the Leeds JH, we discussed how we were going to handle it in RP.

It was refreshing to have a different end to a fight other than a blue message (even for RP effect that came later). It was also nice to see the Faze Mercenary seemed happy to play along. Their banter/hatred was good to see on that long journey.
