Can't find CSF, Location?

I've been looking for the CSF for over an hour now, and the wiki isn't up to date with the ship buying locations.

Can anyone point me to a base that sells it? Preferably close to Liberty?

Yes, it's not there. It's also not at Beaumont, any of the bases in Puerto Rico, or anywhere else I've looked.
