PoB Docking

Apologies beforehand if this was asked before.

I noticed that while docked at a PoB I could see people docking and launching from another base near the center of the system map. Not to mention I can also see all the local RP there as well. It's actually kind of cool.

So the question is, does it work both ways? Can players see you dock, undock and chat from a PoB if they're near the center of the system map?
