Suddenly getting attacked by neutral faction

It happened yesterday that I was with a friend and we were moving Black Market Munitions from New York to Okinawa. In New Tokyo we were stopped by Police who were scanning our cargo and pointing out illegal goods but we already flew away before they engaged us. Still in New Tokyo, we entered Kabukicho Depot. My friend sold her Black Market Munitions there already.

When we undocked, Kabukicho Depot was suddenly hostile towards both of us and shot at us without warning. I then finished the trip and flew to Okinawa, Kamakura depot, but that one was also suddenly hostile even before docking, including Hogosha ships that attacked immediately. F8 however still shows Hogosha tagged with a white name, not red.

What happened there, why did we become enemies at some point between docking and undocking, and how do we fix it?

If you are hostile to any of the allied factions of the faction that owns the base, and when you are near the base, suddenly these hostile faction NPCs spawn, the base will also become hostile to you, and attack you along with the other hostile faction NPCs.

If you are neutral to a base faction, but not neutral to a faction that is connected to it ( for instance, kishiro base, and kusari naval forces ) - the base will turn against you if naval forces appear. However, if you are green with said base, it won't happen
