Good.
It's a welcome first step in breaking the iron grasp houses have over pretty much every system that's supposed to be independent, in lore.

Next step would be adding "within X house space" to the "Can demand contraband and levy fines..." lines on lawful IDs.
Houses need to stop this whole idiotic "must claim errything!!!11" RP that goes completely against their positions in lore.

And everyone who's going full drama:

How does that make any sense inRP though? If Lawfuls see a base on their borders that could yield a form of income for them, why wouldn't they try to tax it? Border systems aren't fully independent, given the lawful influence. Plus, I really don't like the idea of people just outright blasting POBs in independent systems as they are not allowed to RP with them.

And Finn, what about factions like The Core?

tl;dr - If the system that the POB is in is NOT listed in the House system list in the rules section, they cannot be attacked for refusal of payment.

EDIT: Should you find a base in your ZOI, but isn't a technical House system, and it's an enemy base or holds contraband, well... happy hunting!

Regarding unlawfuls... you're unlawful, aren't you? As long as it is within your ZOI.

But that doesn't make sense. Cortez, as outlined in the well-roleplayed Treaty of Curacao and as it has been in-lore for even longer, is jointly managed by Liberty and Bretonia.

Well, what about the space that the Colonial Republic owns? ... crap, they're a lawful entity, but don't have a House Space in which to govern. But they have laws! I guess GMG, RoS, Core, etc. are outta luck here, too. But if you go by ZoI for them, then CR will have more authority in Cortez and Magellan than Liberty or Bretonia do. Again, not well thought through at all.

And it makes sense inRP, as Omi pointed out, for Houses to tax systems outside of their arbitrary House Space. Hudson is a good example, and so are Tau-23, Languedoc, and Orkney. The latter two especially, given that they aren't a warzone anymore.

You've all brought up a lot of good points, and we'll work on rewording it, ironing out some issues. Keep in mind, a change will happen. But we'll discuss better wording.
