By default it's not installed so you need to do that first. Once that's done you'll find in Administrative Tools :

Are you trying to create a new forest/domain? If so, which server version are you using?

Active Directory cannot be installed on a workstation version of Windows. The management tools can, but the actual Active Directory structure has to be installed on a server.

As far as I know I have the enterprise version

Yes I know that you need a server to do that..
I just cant figure out how to create the domain in Server 2012 R2
