Oh yes, I've read it now. I believe it's like a situation between Police and a Smuggler, who paid already. However, Police char is free to fine you even more for yet another insult - if you paid already.
Is that applicable to the unlawful IDs or rather not?

That's a very bad idea, especially if it concerns anything bigger than gunboat with CAU7. Even more if the sanction was made by mistake.
Just found this on wiki while checking for Privateer:
"The actual work of a pirate and a privateer is generally the same (raiding and plundering ships); it is, therefore, the authorization and perceived legality of the actions that form the distinction."
So Pirates do actually Raid, then... What's wrong with the Discovery Pirates :V
