Systems are never really deleted. They're just cut off from the rest of the sector by removing the jumpholes and repurposing assets. ( Speculation. ) That is likely a system where all unused assets like planets, stations or whatever are kept.

Systems were cut from the mod. Use "show" command into Singleplayer to check that. (It shows all the systems.)

they're not actually deleted. We just delete everything in them and leave a jump hole leading out.

It doesn't exist now. There was also one "closed" system.
