It means that they can get back into the system they died in before the 2h runs out. All other aspects of PvP death still apply to you.
So even as trader, you can still not initiate an engagement in the particular system you died in and/or against the player that killed you.

I've always thought this applies only if the trader runs to a base. If they die, they can't come back anyway.

I always thought that I'm allowed to return after I died in a trader... Yet no one opposed to that though.

Maybe rule was different and not everyone knew about the change?
