Looking for a logo and header, 200m

Well, I've removed some of those cluttery stars... maybe needs a little something to fill that empty space though...

Here's a couple of colour schemes for ya, either of them close to the mark? Any other comments are of course welcome

Also, while I'm here... what are you looking for in terms of a header? Should it be a 'trans-bar' type thing with a character picture, or are you going for more of an corporate/governmental letterhead look?
